WOODBURN — Christmas has come a bit early for the city of Woodburn. Earlier this month, local officials learned Woodburn has received the “Distinguished Budget Presentation Award” — for the city’s fiscal year 2012-13 budget — from the Chicago-based Government Finance Officers Association.
